Title deed fee and the costs of buying land

When you buy land, the following costs arise on top of the sale price:

Title deed fee

On a sale, 2% is charged to the buyer and 2% to the seller (4% in total) on the price declared at the land registry (under the Fees Law, Harçlar Kanunu). If the parties agree, one of them can pay the whole amount. The declared price cannot be lower than the property's value for property tax purposes; declaring less than the real price can lead to a tax investigation and penalties.

Revolving fund fee

This is the service charge the land registry office (part of TKGM, the General Directorate of Land Registry and Cadastre) makes for each transaction; it is updated at the start of each year and varies with the district's local coefficient (yöre katsayısı). In the 2026 tariff the base amount is 2,227 TL, which is multiplied by the coefficient. The exact amount appears on the Web Tapu / e-Tahsilat screen when you make your appointment.

Estate agent's fee

Under the Regulation on Real Estate Trading (Taşınmaz Ticareti Hakkında Yönetmelik), the service fee on a sale can be agreed at up to 2% of the sale price (excluding VAT), separately for the buyer and for the seller. A written contract is made.

Other costs

• Property tax: paid to the municipality every year; the buyer becomes liable from the year after the year of purchase.
• Loan costs: valuation (appraisal) fee, mortgage registration fee, insurance.
• Survey / setting out the boundary: a licensed surveying engineer's fee if the boundary is in doubt.
