Solar plant for farm irrigation

Criteria in the regulation

In short: Solar panels for an irrigation pump can cover up to 1.5% of the irrigated area; on absolute, special crop or perennial (planted) land, the applicant must also have at least 20 ha of land.

Conditions

The well or surface pumping station must be in the same district, belong to the applicant and have a DSİ (State Hydraulic Works) permit.
It is installed on the ground without excavation, fill or concrete foundations, in a removable form, grouped together on the part of the parcel that least hinders crop production.
Only farmers using pressurised irrigation (drip or sprinkler) can apply; a pressurised irrigation project is required.
An undertaking is given not to feed electricity into the grid, or the system is installed off-grid; a mobile solar unit on an approved vehicle does not need a separate opinion.
On jointly owned land, a letter of consent is required; your share counts towards your land holdings, leased land does not.

Permit route

Outside a large plain protection area: the provincial directorate of agriculture and forestry reviews the application and the governor's office grants permission; the land class does not matter, no alternative site is required and the Soil Conservation Board is not involved.
In a large plain protection area: no alternative site is required; the Board's opinion and the Ministry's permission are needed.

Zoning rules

The regulation sets no dimensions; it does not say whether the building rules for areas without a zoning plan (FAR, setbacks) apply to these infrastructure structures.
If the parcel is covered by an approved environmental plan or zoning plan, the plan's provisions apply first.

Interpretation note

For the land holding requirement, Annex 1 says "within the same provincial boundaries and above", while Annex 15 says "in the same electricity distribution region, above"; under Annex 15, with less land only a mobile solar unit can be installed.
