What is zoning status (imar durumu) and how do you find it?
Zoning status (imar durumu) is the official information showing how a parcel can be used under the zoning plan in force. It is the document that does most to determine the value of a plot.
What does the certificate say?
- Plan land-use decision: residential, commercial, industrial, agricultural, park, education area…
- Emsal (KAKS) and TAKS: limits on the total floor area and on the building footprint (What are emsal and TAKS?)
- Number of storeys / height (Hmax) and the building layout (detached, terraced, block)
- Setbacks: the distances to be left from the road and from neighbouring parcels
- Procedures affecting the parcel, such as land ceded for roads and expropriation, and the plan notes
Where do you get it?
- Where there is a zoning plan, from the municipality (belediye; in metropolitan cities, the district municipality); outside planned areas and in villages, from the provincial special administration (il özel idaresi).
- Many municipalities offer a search by block / parcel on their e-İmar page; for official transactions, a zoning status certificate is still required. For some municipalities you can apply for a "Zoning Status Certificate" (İmar Durumu Belgesi) through e-Devlet, the government e-services portal.
- The Zoning status card on the ParselX parcel screen shows the link to the e-İmar page of the parcel's municipality and the relevant e-Devlet services.
An environmental plan is not zoning status
A 1/100,000-scale environmental plan contains regional decisions and does not directly confer development rights. A building permit requires a 1/5000 master zoning plan (nazım imar planı) and a 1/1000 implementation zoning plan (uygulama imar planı). In agricultural areas without a plan, the rules for unplanned areas and agricultural legislation apply.
Plans on public display
After approval, new zoning plans are put on public display for 30 days (askı); objections can be made during this period. You can see the plans on display in e-Plan and on the ParselX province and district pages: Public display and objections
