Barn (large livestock: dairy and beef cattle, buffalo)
Criteria in the regulation
In short: If the barn's enclosed area exceeds 550 m², a caretaker's house with a 75 m² footprint can be built; if it exceeds 1,500 m², one with a 150 m² footprint; plus an administrative building with a 75 m² footprint.
Conditions
- It must not be an integrated facility (one that also processes the products).
- A technical project report prepared by an agricultural engineer is required; for dairy farming, a projection covering at least 5 years is needed.
- Ancillary facilities: outdoor run, milking parlour and sick bay, silage pit, birthing pen, caretaker's house, feed store, straw barn, water tank and materials store, manure store, packing area for unprocessed produce, guard hut, generator room, on-farm roads and administrative building.
Permit route
- Outside a large plain protection area: the provincial directorate of agriculture and forestry reviews the application and the governor's office grants permission; the land class does not matter, no alternative site is required and the Soil Conservation Board is not involved.
- In a large plain protection area: the Ministry grants permission provided there is no alternative site and the Board gives a favourable opinion; an alternative site is looked for first on your land outside the protection area and in specialised agricultural organised industrial zones (OIZs) in the district.
Zoning rules
- In areas without a zoning plan: FAR 0.4 for all buildings on the parcel, height 7.5 m and 2 storeys; setbacks of 10 m from the road and 5 m from the parcel boundary (Zoning Regulation for Unplanned Areas, art. 63).
- If the parcel is covered by an approved environmental plan or zoning plan, the plan's provisions apply first.
Interpretation note
The regulation does not say whether the limit values themselves are included, or whether the "enclosed area" includes the feed store.
The new regulation has no head-count threshold for a caretaker's house; there is only an enclosed-area threshold.
